North Carolina law requires any person born on or after January 1, 1988, who will be operating a vessel over 10 hp to pass a boater safety course and to carry a boater education card.
All motorized vessels used on public waters must be registered, including jet skis. US Coast Guard Documented Vessels operating in North Carolina for over 90 consecutive days must be registered. All sailboats used on public waters must be registered if longer than 14 feet at the load waterline.
Rental Boat Education Law On or after July 1, 2014, a person 16 years of age or older may rent or lease any vessel ten horsepower or more if such person has completed a boating education course approved by the department.
Boat operators in North Carolina must have obtained their North Carolina Boater Education Certificate to rent a boat in the state for North Carolina. (There is no requirement for a boating license to rent a boat in Ohio. However, a boating education course is required to rent a boat for people born after Jan2, 1982.)

On a rental boat in North Carolina, you are not required to have a boaters license. However, as a company policy we require the driver to have prior boat driving experience. Also, as an insurance policy anyone driving the boat has to be 25 or older.
