As of Sept. 15, 2023, workers can qualify for a one-time retention stipend of $1,000 if they meet the following requirements: Currently are in the SEIU collective bargaining unit, meaning they provided personal assistance services to a person who uses PCA Choice, CDCS, or CSG services within the past six (6) months.
Both service models receive the same reimbursement rate from the state. Regardless of whether the agency offers PCA Choice or traditional PCA, this is what the PCA agency is reimbursed for every hour a caregiver works: $23.80/hour as of 01/01/2024. $24.84 - $27.52/hour as of 01/01/2025 (based on the wage scale below)
PCA is one of the lowest reimbursed programs with a current rate of $19.60 and is lower than rates for other similar home and community-based services.

DHS encourages providers to apply for the Minnesota Care Force Incentive to reward DSPs with incentive payments. This initiative addresses the shortage of DSPs in Minnesota by rewarding people who work in this high-demand profession. Providers can use incentive payments to retain DSPs who make less than $30 per hour.
