The Connecticut Interstate Compact for Juveniles/Take Into Custody Application and Order/Delinquent Child (CIC) is an agreement between all states within the United States that allows for the transfer of juvenile offenders between states. The compact outlines procedures for the transfer of a juvenile from one state to another in order to ensure that the juvenile will receive appropriate rehabilitative services in their home state. The CIC consists of three forms: Application and Order (AO), Transfer of Custody (TOC), and Delinquent Child (DC). The Application and Order form is used by the sending state to request the receiving state to accept the transfer of a juvenile offender. The Transfer of Custody form is used by the sending state to formally transfer the juvenile to the receiving state. The Delinquent Child form is used to inform the receiving state of the nature of the juvenile's offense and other information regarding the juvenile's case. The CIC is designed to ensure that each juvenile offender receives the appropriate rehabilitative services in their home state, while also ensuring that states are able to work together to ensure that the juvenile offender is held accountable for their actions.
