The District of Columbia Notice of Registration (DC NOR) is a legally-required document issued by the District of Columbia Department of Motor Vehicles (DC DMV) which must be completed and filed by all motor vehicles registered in the District of Columbia. The DC NOR serves as proof of ownership and registration of the vehicle, and must be presented as proof of ownership in order to register, transfer, or renew a vehicle registration in the District. The DC NOR is divided into two parts: the Notice of Registration and the Identification Card. The Notice of Registration includes the vehicle’s registration information, such as the make, model, year, and VIN, and the owner’s name, address, and signature. The Identification Card includes the same information as the Notice of Registration, as well as a photograph of the registered owner. The District of Columbia offers two types of DC NOR: the Certificate of Title NOR and the Non-Title NOR. The Certificate of Title NOR is issued when a vehicle has been previously titled in the District, and includes the vehicle’s title information. The Non-Title NOR is issued when a vehicle has not been previously titled in the District, and does not include the title information.
