The District of Columbia Special Undertaking (CSU) is a program created by the United States Congress and the District of Columbia government to provide assistance to economically disadvantaged residents of the District of Columbia. The program is administered by the DC Office of the Chief Financial Officer and is funded through a combination of federal and local sources. The CSU provides grants to support a variety of projects, including but not limited to: affordable housing, job training, economic development, energy efficiency, public safety, and public health. The program also provides financing for local businesses, including start-ups, small businesses, and established firms. The District of Columbia Special Undertaking has three main types of activities: grants, loans, and tax credits. Grants are awarded to non-profit organizations and public entities for projects that benefit the District of Columbia. Loans are provided to businesses and individuals for projects that create jobs and stimulate economic development. Tax credits are provided to businesses for investments in the District of Columbia. All projects funded by the CSU must meet certain criteria, including demonstrating the potential to create jobs, reduce poverty, improve public safety, and/or stimulate economic development. Additionally, the program is designed to promote sustainable development and environmental stewardship.
