You must pay or appeal a traffic ticket (civil motor vehicle citation) within 20 days.You must request an appeal within 30-calendar days of the date of the Hearing Examiner's decision. You must file for the appeal in person at the Superior Court. By submitting the citation appeal, you certify that you are the registered owner of the vehicle or the vehicle operator at the time of citation issuance. Section 3: Issuance of citations; hearing; appeal; summons or warrant; complaint; trial; license or permit suspension. The first step is an Administrative Review to determine if the citation was validly issued. Contesting a parking citation can now be completed online using the Parking Citation Portal. Appeal requests must be submitted within 30 days of the date the citation was issued according to state law (see GS 20.178.1). Immobilization devices (boots) will be released from the vehicle within 72 hours (excluding holidays) of receipt of payment.
