The citation is issued by the Delaware Department of Motor Vehicles and is used to appeal the violation or offense to the Court of Common Pleas. There are three types of Delaware Citation on Appeal — Motor Vehicle: Citation for Reckless Driving, Citation for Driving Without Insurance, and Citation for Driving Under Suspension. The Citation for Reckless Driving is used when a driver is charged with a moving violation such as excessive speeding, racing, or aggressive driving. The Citation for Driving Without Insurance is issued when a driver fails to maintain the required insurance coverage.
