In the state of Georgia, the only requirements for pet groomers are a kennel license from the department of agriculture, and a business license. That's just for groomers with their own businesses.

It is unlawful for any person to act as a pet dealer or operate an animal shelter, kennel, or stable unless such person has a valid license issued by the Commissioner of Agriculture. Any person acting without a license in violation of this subsection shall be guilty of a misdemeanor.

No more than one certificate per domicile. No more than one dangerous dog per owner and no more than one per household. No registration is allowed for any person convicted of two or more violations of this law.

Dog breeders require a pet dealer's license if they sell more than one litter in any twelve (12) month period or over 30 adult dogs in a 12 month period.

The Commissioner may establish different fees for the different classes of licenses established, but the annual fee for any such license shall be at least $50.00 but shall not exceed $400.00. Any fees collected pursuant to this Code section shall be retained pursuant to the provisions of Code Section 45-12-92.1.

Anyone who breeds and sells any more than one litter of puppies/kittens per year or sells up to 30 adult animals that he/she has raised and produced is required to be licensed as a pet dealer.
