The Hawaii Initial Conference Statement (HIS) is a document created and utilized by the Hawaii Department of Health (DOH) that outlines the public health objectives and strategies for responding to a public health emergency. It is a joint document between the DOH and the local health department that sets forth the roles and responsibilities for both entities in the event of an emergency. The outlines the objectives of the response, identifies the resources available, and establishes the protocols and procedures to be followed. It also identifies the necessary personnel and outlines the roles and responsibilities of each. The main types of HIS are the Core HIS, the Local HIS, the Supplemental HIS, and the Community HIS. The Core HIS is the main document used for all emergency responses. The Local HIS is specific to each county and outlines the specific roles and responsibilities for the county. The Supplemental HIS is used to further refine and supplement the Core HIS. The Community HIS is used to customize them to the specific needs of the community.
