The Illinois Family Certificate of Compliance is a document that is issued by the Illinois Department of Healthcare and Family Services (HFS) to demonstrate that an individual or family meets all the requirements of the Illinois All Kids, Medicaid and/or Children’s Health Insurance Program (CHIP). This certificate serves as proof that the applicant meets the eligibility requirements for health insurance coverage. There are three types of Illinois Family Certificates of Compliance: All Kids, Medicaid, and CHIP. All Kids covers children of low-income families who are not eligible for Medicaid and who do not have access to employer-sponsored health insurance. Medicaid provides health care coverage for low-income individuals and families. CHIP provides health care coverage for children whose families earn too much to qualify for Medicaid, but too little to purchase private health insurance.
