Illinois Income Withholding for Support (also known as TWO) is a form of child support enforcement used in the state of Illinois. It is used by the Department of Healthcare and Family Services (HFS) to collect child support payments from the non-custodial parent. The non-custodial parent is required to have money withheld from their income and sent to the HFS. This money is then distributed to the custodial parent to help cover costs associated with raising the child. There are two types of Illinois Income Withholding for Support: 1. Voluntary Income Withholding for Support: This is an agreement between the non-custodial parent and the HFS that allows for money to be withheld from the non-custodial parent’s income and sent to the HFS. 2. Mandatory Income Withholding for Support: This is a court-ordered agreement between the HFS and the non-custodial parent that requires money to be withheld from the non-custodial parent’s income and sent to the HFS. This type of withholding is usually used when the non-custodial parent fails to make voluntary payments.
