The Illinois Department of Adoption and Family Supportive Services Referral Order is a document issued by a local Illinois Department of Children and Family Services (CFS) office that authorizes a family to proceed with an adoption plan. The order includes information on the biological parent(s) of the child, the child's current living situation, the adoptive family's qualifications, and the court proceedings that will take place. The order also includes the details of the adoption plan that must be followed in order for the adoption process to be successful. There are two types of Illinois Department of Adoption and Family Supportive Services Referral Order: Voluntary and Involuntary. A Voluntary Referral Order is issued when the biological parent(s) voluntarily choose to place the child up for adoption and agree to the adoption plan. An Involuntary Referral Order is issued when the biological parent(s) are unable or unwilling to care for the child and the state has to intervene in order to ensure the child's safety.
