The Illinois Access to Justice Commission: Certification for Exemption from E-Filing is a program created by the Illinois Supreme Court in 2020 to allow attorneys and litigants to file documents electronically without having to pay the associated fees. The program is designed to provide access to justice for those who could not otherwise afford to file electronically. The program is open to all attorneys and litigants in Illinois. There are two types of Illinois Access to Justice Commission: Certification for Exemption from E-Filing: the Pro Bono and the Low-Income Certifications. The Pro Bono Certification is available to attorneys who are providing pro bono services to low-income clients. The Low-Income Certification is available to litigants who are considered to be low-income and are represented by an attorney. In order to be eligible for the certification, applicants must meet certain criteria, including income requirements and a commitment to using the e-filing system to file documents. Once the certification is obtained, the applicant is exempt from e-filing fees for the duration of the certification.
