The Illinois Language Access Plan (LAP) is a legal mandate from the Illinois Department of Human Rights (DHR) to ensure that all persons in the State of Illinois have meaningful access to government services regardless of their language. The LAP sets out specific requirements for how state agencies must provide language access services to people who are limited English proficient (LEP). The plan includes four major components: 1. Language Access Policy Statement: This statement outlines the agency’s commitment to providing language access services, the languages to be offered, and the type of language access services to be provided. 2. Language Services Plan: This plan outlines how the agency will provide language access services and how the agency will monitor and evaluate their language access services. 3. Language Access Coordination: The plan outlines the roles and responsibilities of the language access coordinator and how they will coordinate language access services. 4. Language Access Training: Agencies are required to provide language access training to their staff to ensure they understand the agency’s language access policy and how to provide language access services. The LAP is designed to ensure language access services are provided to all persons in Illinois, regardless of their primary language. It is also designed to ensure that persons with limited English proficiency are able to access government services in their primary language.
