(a) Any person may submit a complaint in writing to the secretary of state alleging that: (1) a notary public has violated one (1) or more of the provisions of this article, IC 33-42-13-3, or IC 5-8-3-1; (2) a person is performing notarial acts without a notary public commission; or (3) a person is performing remote
