The Louisiana Pretrial Order (Mag. Judge Horns by) is a set of rules and regulations that govern the pretrial process in civil cases in Louisiana. Specifically, the order was created by Magistrate Judge Horns by of the United States District Court for the Eastern District of Louisiana, and it was effective December 1, 2005. The purpose of the Louisiana Pretrial Order (Mag. Judge Horns by) is to provide efficient management of civil litigation in the district court by providing rigid procedures and deadlines for parties. There are three types of Louisiana Pretrial Order (Mag. Judge Horns by): Rule 1 — Initial Pretrial Conference, Rule 2 — Case Management Conference, and Rule 3 — Final Pretrial Conference. Rule 1 establishes procedures for the initial pretrial conference, including setting a scheduling order for filing all necessary documents, establishing deadlines for discovery, and setting a deadline for filing dispositive motions. Rule 2 establishes procedures for the case management conference, including setting deadlines for filing a Case Management Statement and a Joint Discovery Plan; and setting deadlines for filing dispositive motions. Rule 3 establishes procedures for the final pretrial conference, including setting deadlines for filing pretrial statements, trial briefs, and pretrial orders; and setting deadlines for filing proposed jury instructions.
