Michigan May Proposal Language (MMP) is a set of guidelines used by local governments in the state of Michigan to ensure that their ballot proposals are legally sound and comply with the Michigan Constitution. MMP is divided into two distinct parts: the language of the ballot proposal and the legal language of the supporting ordinance. The language of the ballot proposal must be concise, clear, and specific, in order to ensure that voters can understand what is being proposed. The legal language of the supporting ordinance must be comprehensive and legally binding, in order to ensure that the proposal is valid and enforceable. In addition to the MMP, Michigan also has two other proposal language guidelines: the Michigan Election Law and the Michigan Election Administration. The Michigan Election Law is the basis for the rules and regulations that govern the election process in Michigan. It describes the rules for election procedure, voter identification, and other related matters. The Michigan Election Administration provides guidance to local governments and election officials on how to administer elections. Both the Michigan Election Law and the Michigan Election Administration must be followed when creating and submitting ballot proposals.
