New York Historical License Plates are special commemorative plates that celebrate the state’s long history. These license plates are authorized by the New York Department of Motor Vehicles (DMV) and are available for purchase by New York State residents who own a registered vehicle. There are three types of New York Historical License Plates: Classic Black & White plates, which feature a black background with white lettering; Vintage plates, which feature a blue background with yellow lettering; and Bicentennial plates, which feature a red, white, and blue design to commemorate the 200th anniversary of the US Constitution. All New York Historical License Plates feature the iconic Statue of Liberty and New York State motto, “Excelsior”.
