The New York Declaration of Impasse is a document that is used by employers and unions in the state of New York to declare a labor dispute or negotiations have reached an impasse. This declaration is filed with the New York State Public Employment Relations Board (PER) and serves as a form of notification that the parties involved in the dispute or negotiations are unable to come to an agreement. It is also used to initiate the fact-finding process, which is an attempt by a neutral third-party to help both sides reach a settlement. There are two different types of New York Declaration of Impasse: the Impasse Declaration for Negotiations and the Impasse Declaration for Mediation. The Impasse Declaration for Negotiations is used when negotiations have broken down and the parties involved have reached an impasse.
