The New York Reaffirmation of the Orders Implementing The Act of July 10, 1984, Public Law 98-353, Dec 3, 2001, is a process by which the State of New York reaffirms the process of implementing the Act of July 10, 1984. This Act is also known as the Deaf Persons' Bill of Rights, and was designed to ensure the civil rights of individuals who are deaf or hard of hearing. This reaffirmation process includes the establishment of a state-wide Coordinating Council on Deaf and Hard of Hearing Issues, the adoption of standards for the provision of education and services to individuals with hearing loss, and the recognition of American Sign Language as a language of instruction.
