Oregon Solicitation of Interest (OSI) is a process used by state and local governments to identify and attract potential developers, investors, and businesses for projects. It is a competitive process that encourages potential bidders to respond to a government request for information in order to determine the best-qualified firm for a project. The OSI process is used to solicit information from potential bidders about their expertise, experience, and capabilities, and to obtain preliminary cost estimates to assist in the competitive selection process. There are two types of Oregon Solicitation of Interest: Request for Qualifications (RFQ) and Request for Proposals (RFP). An RFQ is used to assess the qualifications and capabilities of bidders. Responses to an RFQ are evaluated to determine which bidders are best qualified to perform the work required. An RFP is used to solicit a detailed proposal that includes a cost estimate and proposed timeline for completing the project. Responses to an RFP are evaluated to determine which bidder is the most qualified and provides the best value.
