The Pennsylvania Statement of Interest Exchange (also known as SOME) is a program designed to help Pennsylvania residents save money on their taxes. It allows taxpayers to exchange their Pennsylvania income tax refunds for a statement of interest that can be used to purchase eligible investments. The SOME provides an opportunity for Pennsylvania taxpayers to invest in approved investments, such as U.S. Treasury bonds, corporate bonds, mutual funds, and other approved securities. The program is available to Pennsylvania residents who have a valid Pennsylvania income tax refund. The Pennsylvania Statement of Interest Exchange is divided into two types: the cash exchange and the deferred exchange. The cash exchange allows taxpayers to exchange their refund for an immediate statement of interest that can be used to purchase eligible investments. The deferred exchange allows taxpayers to defer their income tax refund into a deferred account, which can be used to purchase eligible investments. The SOME is administered by the Pennsylvania Department of Revenue and is overseen by the Pennsylvania Treasury Department. All eligible investments must meet certain criteria and must be approved by the Pennsylvania Treasury Department.
