The Pennsylvania Statement of Election Partnership (PA SEP) is an agreement between the Pennsylvania Department of State and local election officials that outlines the roles and responsibilities of each party in administering and overseeing elections in the state. It was created to ensure the integrity of the election process and to make sure that all Pennsylvania citizens have access to the ballot. The PA SEP outlines the responsibilities of the Department of State and local election officials for administering all aspects of the election process including voter registration, absentee voting, casting and counting ballots, and reporting election results. It also outlines the roles of county, municipal, and school district governments in the election process. The PA SEP consists of four types of agreements: the General Election Partnership Agreement, the Primary Election Partnership Agreement, the Special Election Partnership Agreement, and the Election Officer Partnership Agreement. The General Election Partnership Agreement outlines the responsibilities of the Department of State and local election officials for administering all aspects of the general election, including voter registration, absentee voting, casting and counting ballots, and reporting election results. The Primary Election Partnership Agreement outlines the responsibilities of the Department of State and local election officials for administering all aspects of the primary election, including voter registration, absentee voting, casting and counting ballots, and reporting election results.
