It is required for various types of applications, including Certificate of Need (CON) applications, Institutional Mergers and Conversions (IMC), Out of State Health Care Provider Certification (OSCP), and Certificate of Public Advantage (COPY). There are two types of Pennsylvania Certification of No Objection: Standard CNO and Fast Track CNO. A Standard CNO is issued when an application is reviewed and the state has no objection to the proposed project. A Fast Track CNO is issued when the state has already reviewed a similar application and found no objections.
