The Pennsylvania Criminal Justice Reform Act of 1990 Expense & Delay Reduction Plan is an action plan adopted by the Commonwealth of Pennsylvania in 1990 to reduce the time and expense associated with criminal proceedings in the state. The plan contains a number of measures, such as streamlining the process of filing criminal charges, expediting the trial process, using alternatives to incarceration, and expanding the use of technology to improve the efficiency of the criminal justice system. The plan is divided into four main components: Expense Reduction, Delay Reduction, Alternatives to Incarceration, and Technology Utilization. The Expense Reduction component of the plan seeks to reduce the costs associated with criminal proceedings by limiting the number of hearings, limiting the time and number of discovery requests, and allowing the use of videotaped testimony. The Delay Reduction component of the plan seeks to reduce the amount of time it takes for a criminal case to be heard by imposing strict deadlines for the filing of motions and providing additional resources to the courts. The Alternatives to Incarceration component seeks to provide alternatives to jail time for certain offenders, such as community service and probation. The Technology Utilization component seeks to improve the efficiency of the criminal justice system by providing access to electronic records and allowing for the use of digital evidence.
