The Pennsylvania Agreement to Revive is an agreement between the Commonwealth of Pennsylvania and several of its municipalities to provide a framework for the revitalization and development of Pennsylvania’s urban areas. The agreement was signed in June 2017 by the Governor of Pennsylvania, Tom Wolf, and several mayors and county commissioners, and is designed to encourage greater investment in public infrastructure, job creation, and economic development. The Pennsylvania Agreement to Revive consists of three main components: 1. A Capital Investment Program, which provides grants and loans to local governments and private entities for infrastructure improvements, such as public transportation, housing, and economic development projects; 2. The Rebuild PA Program, which provides grants and loans to municipalities for job creation and economic development initiatives; and 3. The Main Street Investment Program, which provides tax credits and loan guarantees to small businesses and entrepreneurs. The Pennsylvania Agreement to Revive also includes a number of other initiatives, such as the Regional Workforce Development Program and the Pennsylvania Infrastructure Bank. It is designed to encourage greater investment in Pennsylvania’s urban areas, promote economic development, and create jobs.
