ACT 137 Emergency Repair Assistance Program (282.4 KiB) The Pennsylvania ACT 137 Emergency Repair Assistance Program (282.4 KiB) is a state-funded program administered by the Pennsylvania Department of Human Services (DHS). It provides emergency financial assistance to low-income households in Pennsylvania to pay for home repairs and improvements. Eligible households must meet income requirements and have an eligible need, such as roof repair, furnace repair, septic system repair, electrical repairs, plumbing repairs, and more.
