The Pennsylvania ACT 137 Funded Emergency Repair Assistance Program Operating Procedures And Program Guidelines (596.4 KiB) comprises two main documents which provide the rules and procedures for administering the Emergency Repair Assistance Program (ERAP) in the Commonwealth of Pennsylvania. This program is funded by the Commonwealth of Pennsylvania, and is administered by the Pennsylvania Department of Human Services (DHS). The documents provide detailed guidance for applying for, and administering the ERAP, as well as for determining eligibility for emergency repair assistance. The two main documents are the ERAP Operating Procedures and the Program Guidelines. The ERAP Operating Procedures provide an overview of the program and the application process, and outline the roles and responsibilities of the program staff. The Program Guidelines provide a more detailed description of the program, and provide information on how to determine eligibility, and how to apply for assistance. The ERAP Operating Procedures and Program Guidelines also provide guidance on how to review and approve applications for assistance, and how to reimburse contractors. Additionally, the documents provide information on the roles of the contractor, the applicant, and the local government in the application process. The documents also provide information on how to monitor and evaluate the program, as well as how to develop and implement program policies and procedures. The ERAP Operating Procedures and Program Guidelines are designed to ensure the efficient and effective administration of the program, and to provide a framework for providing emergency repair assistance to eligible applicants.
