The Pennsylvania 9. Discontinuance Certificate is a document issued by the Pennsylvania Department of Transportation that officially discontinues a vehicle from the road. It is issued to the owner of the vehicle when the vehicle has been rendered inoperable or is no longer able to be registered. There are two types of Pennsylvania 9. Discontinuance Certificates: a Form MV-9 and a Form MV-9A. The Form MV-9 is issued to the owner of a vehicle that is no longer operable due to a mechanical breakdown, accident, or other cause. The Form MV-9A is issued to the owner of a vehicle that is no longer able to be registered for any reason, such as a lien holder taking possession, forfeiture, destruction, or export. Both forms must be signed by the owner of the vehicle and submitted to the Pennsylvania Department of Transportation along with proof of ownership, such as a title or registration, to officially discontinue the vehicle from the road.
