The Pennsylvania Certificate that Premises is Owner-Occupied — Request for Conciliation Conference is a document issued by the Pennsylvania Human Relations Commission (PRC). This certificate is used to request a conciliation conference between the owner of a dwelling and a tenant or tenants of the property. The document must be signed by the owner of the dwelling and the tenant or tenants of the property. There are two types of Pennsylvania Certificate that Premises is Owner-Occupied — Request for Conciliation Conference: 1. Reconciliation Certificate — This certificate is used when the owner of the dwelling or the tenant or tenants of the property wishes to pursue a conciliation conference prior to filing a housing discrimination complaint with the PRC. 2. Post-Conciliation Certificate — This certificate is used when the owner of the dwelling or the tenant or tenants of the property have already filed a housing discrimination complaint with the PRC, and wish to pursue a conciliation conference in an effort to resolve the dispute.
