The Final Decree of Consent legally transfers all parental rights and responsibilities from the birth parent or guardian to the adoptive parent. There are three types of Pennsylvania Final Decree Confirming Consent to Adoption: Voluntary Consent, Substituted Consent, and Court-Ordered Consent. In a Voluntary Consent, the birth parent or guardian voluntarily and knowingly waives their parental rights and consents to the adoption of the child. In a Substituted Consent, a court-appointed guardian or agency representative takes the place of the birth parent or guardian and consents to the adoption. In a Court-Ordered Consent, the court grants the adoption without the consent of the birth parent or guardian.
