Tennessee Non-Participating Manufacturers by Manufacturer are those manufacturers that are not involved in the tobacco Master Settlement Agreement (MSA). This agreement is between most of the major tobacco companies and 46 states, including Tennessee, and is designed to protect both the states and citizens from the health risks associated with tobacco use. These non-participating manufacturers are not subject to the terms of the MSA and do not make any payments to the states, as they are not included in the settlement.
