The Texas Qualified Court Appointed Attorney List (TC AAL) is a list of attorneys who have been certified by the Texas State Bar to provide court-appointed legal representation for eligible indigent persons in Texas. The list is divided into two categories: the General Appointment List (GAL) and the Capital Appointment List (CAL). Attorneys on the GAL are eligible to represent defendants in misdemeanor and felony cases, while attorneys on the CAL are eligible to represent defendants in capital cases. To be added to either list, attorneys must have a minimum of seven years of experience in the practice of criminal law and must successfully complete a Texas State Bar-approved training program. Additionally, attorneys must pass a background check and demonstrate a commitment to providing effective representation. Once listed, attorneys may be appointed to cases on a rotating basis by state district courts.
