18 U.S.C. Sec. 1029(A)(4) deals with the production, trafficking and possession of device-making equipment. This includes any equipment or technology used to produce, modify or program a device such as an access card, computer password, or other unique identifier, or a false identification document. This equipment can include computers, computer chips, specialized software, or other tools. Types of device-making equipment include, but are not limited to, card readers, card writers, card encoders, card embossers, card personalizes, card laminators, card printers, card imprinters, magnetic stripe readers, magnetic stripe writers, thermal printers, and other specialized equipment. This section makes it a federal crime to produce, traffic, or possess device-making equipment, with the intent to use it to produce a false identification document, or to produce a device for the purpose of fraud.
