A Virginia Certificate of Partial or Substantial Completion by Contractor (also known as a Virginia Notice of Completion) is the document used to certify that the contractor has completed a project in accordance with the terms of the contract. The contractor is required to provide the Virginia Department of Professional and Occupational Regulation (DOOR) with this document in order to receive payment. There are two types of Virginia Certificate of Partial or Substantial Completion by Contractor: a Certificate of Partial Completion and a Certificate of Substantial Completion. A Certificate of Partial Completion informs the DOOR that a project is at least 50% completed and that the contractor is eligible for partial payment. A Certificate of Substantial Completion informs the DOOR that a project is substantially complete, meaning that the contractor is eligible for full payment. In either case, the Virginia Certificate of Partial or Substantial Completion by Contractor must include details such as the date of completion, the project name and address, the name and address of the contractor, and the signature of the contractor.
