Virginia Registration by Notification — Original Issue is a process by which an owner of a motor vehicle may register the vehicle with the Virginia Department of Motor Vehicles without the need to present the vehicle in person. This process is available to those who have recently purchased a vehicle from a licensed Virginia dealer, or those who are bringing a vehicle into the state from another jurisdiction. There are two types of Virginia Registration by Notification — Original Issue: Out-of-State Registration by Notification and In-State Registration by Notification. Out-of-State Registration by Notification is available to those who have recently purchased a vehicle from an out-of-state dealer or are bringing a vehicle into Virginia from another jurisdiction. The owner must submit a completed notification form, proof of ownership, and payment of registration fees to the Virginia Department of Motor Vehicles. In-State Registration by Notification is available to those who have recently purchased a vehicle from a licensed Virginia dealer. The owner must submit a completed notification form, proof of ownership, and payment of registration fees to the Virginia Department of Motor Vehicles. In order to complete the Virginia Registration by Notification — Original Issue process, all required documents and fees must be submitted to the Virginia Department of Motor Vehicles. Once the process is complete, the owner will receive their registration card and license plates in the mail.
