Washington Response Petition For Emancipation is the formal response of the United States government to the petition for emancipation of slaves in the country. This response was issued by President Abraham Lincoln on September 22nd, 1862. The response was in the form of a proclamation declaring that all slaves in states that were in rebellion against the United States would be free as of January 1st, 1863. The proclamation also declared that the United States would compensate loyal slaveholders for any losses they incurred as a result of this emancipation.
