The Washington Declaration of Mailing is an agreement created by the states of Washington and Oregon to regulate the rules of mailing in the two states. Penalties for Driving without a License in Washington If a police officer catches a driver operating a vehicle without a license, the driver can face a misdemeanor conviction, up to $1,000 in fines, and up to 90 days in jail.

I will not drive any motor vehicle or I will not drive without an ignition interlock device while the restriction ordered by the court is in effect. I declare under the penalty of perjury of the laws of the State of Washington that the foregoing is true and correct.

Except as expressly exempted by this chapter, it is a misdemeanor for a person to drive any motor vehicle upon a highway in this state without a valid driver's license issued to Washington residents under this chapter.
