The Washington State Comprehensive Outdoor Recreation Plan (SCORE) Manual is a tool used by the Washington State Recreation and Conservation Office (RICO) to develop a comprehensive outdoor recreation plan that aligns with the policies and initiatives outlined in the Washington State Recreation and Conservation Strategic Plan. The manual outlines the process for developing an outdoor recreation plan that focuses on recreation and conservation needs, opportunities, and resources within Washington. It provides guidance on how to assess recreation needs, create a plan, and implement and monitor it over time. The manual includes information on the five components of the SCORE process: recreation and conservation needs assessment, plan development, plan implementation, plan monitoring, and plan evaluation. There are three types of Washington SCORE Manuals: the SCORE Manual for State Agencies, the SCORE Manual for Local Governments, and the SCORE Manual for Tribal Governments.
