A Washington Denial Order (WHO) is a type of civil order issued by the Washington State Department of Financial Institutions. It is used to prohibit a person or entity from engaging in certain activities related to the banking, financial services, and securities industries. Woos may be issued against individuals or companies who have engaged in unlicensed or otherwise illegal activities, or have violated consumer protection laws. Woos can also be directed at entities that are not currently operating in the state but are attempting to do so. There are two types of Washington Denial Orders: Voluntary Denial Orders and Administrative Denial Orders. A Voluntary Denial Order is issued when the individual or company voluntarily agrees to the terms of the order, while an Administrative Denial Order is issued after a hearing before a Hearing Examiner and is based on violations of state law. Both types of orders include restrictions on the person or entity's activities, including prohibitions against engaging in certain activities in the banking, financial services, and securities industries.
