Washington Obtaining a Certificate of Discharge (COD) is a process that must be completed before a vessel can be officially released from any Washington state port. The COD is issued by the Washington State Department of Natural Resources (DNR) and is necessary for vessels to legally leave any Washington state port. There are three types of certificates available: the General Certificate of Discharge (CD), the Limited Certificate of Discharge (LCD), and the Special Certificate of Discharge (SCD). The CD is the most commonly used certificate and is issued to vessels that have been inspected and meet all the requirements of the Washington State Clean Vessel Act (CVA). The LCD is issued to vessels that have been inspected but do not meet all the requirements of the CVA. The SCD is issued to vessels that have not been inspected, or whose inspection is not required under the CVA. To obtain a COD, a vessel must first submit a completed COD application form to the DNR. This form can be found on the DNR website and must include information such as the vessel name, registration number, and the name and address of the vessel owner. The DNR will then inspect the vessel to ensure it meets all the requirements of the CVA. Once the vessel has passed the inspection, the DNR will issue the appropriate COD to the vessel owner.
