Washington Return of Service (RTS) is a process by which a party can serve documents on another party in a legal proceeding. The process is governed by Rule 4 of the Washington Rules of Civil Procedure, and generally requires the service of process to be made in person. There are two types of Return of Service in Washington State: personal service and substituted service. Personal service, known as “service in hand”, requires the server to physically deliver the documents to the party to be served. The server must make reasonable attempt to find the party in person, and must note the time, date, and place of service on the Return of Service form. Substituted service is a type of alternative service that is allowed if personal service fails. Substituted service requires the server to deliver the documents to an adult person at the party’s place of residence or place of business, and to mail a copy of the documents to the party. In addition, the server must note the time, date, and place of service on the Return of Service form.
