The Washington Order to Waive or Reduce Interest on Legal Financial Obligations (ORWELL) is an order issued by the Washington State Supreme Court that allows the court to waive or reduce interest accrued on legal financial obligations (Los) for those who are financially unable to pay them. This order is intended to provide financial relief to people who have been unable to pay their Los due to unexpected circumstances, such as job loss or medical bills. ORWELL applies to all types of Los, including debts owed to the court, debt owed to the Department of Corrections, fines, and restitution. ORWELL can be used to reduce the total amount of interest due on the debt or to completely waive the interest. There are two types of ORWELL: the Order to Waive Interest and the Order to Reduce Interest. The Order to Waive Interest eliminates all interest due on the LFO, while the Order to Reduce Interest reduces the interest due on the LFO to a specified rate.
