The Washington Application to Employ Workers with a Disability at a Subminimum Wage is a program of the Washington State Department of Social and Health Services (DSS) that allows employers to hire individuals with disabilities at a wage lower than the state minimum wage. The program, also known as the Special Wage Certificate Program, is designed to provide individuals with disabilities the opportunity to gain employment and to assist employers in meeting their staffing needs. The Standard Certificate is designed for employers who want to hire a disabled employee for a particular job or jobs. It allows employers to pay the employee a wage of up to 85% of the state minimum wage. The Individualized Certificate is designed for employers who want to hire a disabled employee for a wide variety of jobs. It allows employers to pay the employee a wage that is individually negotiated between the employer and the employee. The Washington Application to Employ Workers with a Disability at a Subminimum Wage is only available to those employers who are registered with the DSS and have met certain eligibility requirements. Employers must also demonstrate that they have a need for the employee and that they are providing reasonable accommodations so that the employee can perform their job duties.
