Washington Explosives License — Change of Responsible Person (Company) is a type of license issued by the Washington State Department of Labor & Industries (L&I) that allows a company to store, manufacture, and/or transport explosives or blasting agents within the state. The license is required for any business that engages in the sale, transfer, or possession of explosives. There are three different types of Washington Explosives License — Change of Responsible Person (Company): Type 1, Type 2, and Type 3. Type 1 is for businesses that store, manufacture, or transport explosives or blasting agents and are supervised by a certified explosives' supervisor. Type 2 is for businesses that store, manufacture, or transport explosives or blasting agents without a certified explosives' supervisor. Type 3 is for businesses that store, manufacture, or transport explosives or blasting agents for non-commercial use. The Change of Responsible Person (Company) license is required when a business changes the name or contact information of the responsible person for the explosives license. The license must be updated with the current name and contact information of the responsible person, and all explosives must be stored in accordance with all applicable federal and state law. The Change of Responsible Person (Company) license is valid for one year from the date of issuance.
