Wisconsin Consent Decree (In-Home Placement Only) is a court order issued in Wisconsin in 2011 to address the over-representation of Black children in Wisconsin's foster care system. It requires the Wisconsin Department of Children and Families (DCF) to place children in foster care in their own homes or with family members, whenever possible and appropriate. It also requires DCF to develop and implement a set of best practices supporting and sustain in-home placements, including an array of services and supports to ensure the safety and well-being of children. There are three types of Wisconsin Consent Decree (In-Home Placement Only): Family Preservation, Kinship Care, and Formal Custody. Family Preservation focuses on keeping families together and offering services to the family to ensure the safety of the children. Kinship Care is the placement of a child with a relative or family friend when the biological parents are unable to care for the child. Formal Custody is the placement of a child with a non-relative or institution. All three types of in-home placements are intended to keep the child in a safe and stable environment, while providing the necessary services and supports to ensure the safety and well-being of the child.
