Wisconsin Evaluation, Recommendation, and Petition for Extension of Commitment (WERE) is a process for people who have been civilly committed in the state of Wisconsin for mental health or developmental disabilities. The process is designed to ensure that individuals who are subject to a court order of civil commitment receive appropriate and timely treatment. The process involves an evaluation of the individual’s condition, an evaluation of the individual’s treatment needs, and a recommendation for an extension of the commitment. There are three types of WERE: Initial WERE, Renewal WERE, and Transfer WERE. Initial WERE is conducted when a person is first committed to a mental health or developmental disabilities' facility in Wisconsin. Renewal WERE is conducted at the end of a commitment period, or when there is a significant change in the individual’s conditionTransfereeEC is conducted when an individual is being moved from one facility to another. The Where process involves an evaluation of the individual’s mental or developmental condition, an evaluation of the individual’s treatment needs, and a recommendation for an extension or termination of the commitment. The evaluation is conducted by a qualified individual, such as a psychologist, psychiatrist, social worker, or mental health professional. The recommendation for an extension of the commitment is then forwarded to the court for consideration.
