West Virginia Authorization and Voucher for Expert and Other Services (CJA 21) is an authorization and voucher process designed to assist the state in obtaining necessary services from outside sources. This process is used to contract with expert and other service providers who are not employed by the state. There are three types of CJA 21 forms: Authorization and Voucher for Expert Services, Authorization and Voucher for Other Services, and Authorization and Voucher for Expert Services — Attachment A. The Authorization and Voucher for Expert Services is used when the services of an expert are needed, such as a forensic accountant or computer analyst. The Authorization and Voucher for Other Services is used when the services of an individual are needed, such as a court reporter or interpreter. The Authorization and Voucher for Expert Services — Attachment A is used when the services of an expert are needed on an ongoing basis, such as for a trial or other legal proceeding. All forms require the approval of the Director of the Office of Criminal Justice Services (OCS) before they can be submitted.
