Wyoming EC VSP 2. Overview — Petitioner is a state-level program offered through the Wyoming Department of Health (WD) that allows individuals to petition for an early release from incarceration for certain nonviolent crimes. The program is open to individuals who are serving a minimum of twelve (12) months in prison and have served at least six (6) months of their sentence.
