Make sure the Footnotes radio button is selected. Change the Start At value to reflect where you want Word to start numbering. Please try clicking on the Review tab of the Ribbon, then on the Accept icon and choosing Accept All Changes in Document. On the same tab make sure Track Changes is switched to OFF. If there are any comments, right-click on each one and choose Delete. Then your footnotes should update correctly.
