If it's a text watermark, you can drag it to change its position on the page, but no other editing. If it's a picture, right-click and choose Format Picture.

The "Washout" setting is just a specific Brightness setting; you can adjust the brightness to be more or less using the menu under Brightness in the Adjust group on the contextual Picture Tools Format tab.
